This study critically analyzes the operation of the Iraq Property Claims Commission (IPCC)--later called the Iraqi Commission for the Resolution of Real Property Disputes (CRRPD)--that the Coalition Provisional Authority established after the U.S.-led invasion of Iraq. HIC-HLRN compares the IPCC/CRPPD procedures of establishment and criteria of operation with international human rights treaty-bound standards and norms, as well as the international practice and criteria for reparations.
